DRC Reviews Updates to Proposed Residential Tower at 170 10th St.

The Fire Station #15 site along 10th St. returned to the Midtown Development Review Committee (DRC) in their September meeting. The Fire Station is intended to be rebuilt as part of a residential high-rise including affordable housing. Details are provided as follows:

170 10th Street NE – Fire Station #15

The team presented updates to their 21-story mixed-use tower along the north side of 10th St. between Peachtree St. and Juniper St. It features a new 19,448 SF fire station at the base levels with a 224-space podium deck and 231 units (with about one-third of units designated as affordable). Fire station garage doors, and combined residential lobby and leasing areas are located at street-level facing 10th St. An easement connected to 11th St. provides rear access to the fire station, loading, trash services, and all parking. The DRC appreciated the team addressing many of the DRC’s previous comments but suggested that further considerations be made regarding parking façade treatments, short-term parking and bike parking, along with streetscape and patio refinement.

DRC Recommendations:

  • Spread the screening elements of the parking deck counterclockwise around the building beginning from the west façade. In addition, provide exterior lighting to ‘splash’ on these facades to minimize lighting escaping the deck. On the front south façade vertically align the uppermost revel with the building recess.
  • Reconsider how short-term pick-up/drop-off parking would be handled. The DRC strongly discouraged the pathway through the loading area. Alternatives offered included partnering with the east adjacent Modera site for shared use or bridging from the mezzanine level to the walkway along the west façade. Also, include signage prohibiting any parking along 10th St.
  • Incorporate refinement and details on the streetscaping elements along 10th St. including reconfiguring the bike racks and landscape areas to better allow turning movements and improve functionality.
  • Replace the outdoor patio area at the east side yard which could become a maintenance and security issue. Instead, increase size and capacity of the adjacent bike room to be in-line with demand found at the other recent projects in Midtown.

Next Steps:

The committee expects to receive updated info for electronic review to confirm that these comments will be addressed.
